EMH Wristbands - When available?

On the unofficial guide site it says -

"For Evening Extra Magic Hours, you must pick up a wristband inside the park at least two hours before park closing if you want to experience any of the rides or attractions."

Are the wristbands ONLY available 2 hours before, or up UNTIL 2 hours before?

Originally they were only available 2 hours before the public park closing time, recent reports here state they are available all day now.

We were just there, and wristbands were handed out starting around 2 hrs before official closing. However, I saw people still getting their wristbands even after EMH hours began. Fortunately, the CMs were watching carefully for the bands, and people who didn't have one had to either (1) go get one - if they were a legitimate resort guest, or (2) not be allowed on the rides.
