EMH ride check

hi,
can anyone tell me how the CM's tell who should be riding the rides during night time EMH's. is it by the magic bands? if so are the magic bands different for Disney resort guests to non Disney resort ? or is it a free for all and really not a perk for staying and paying more for a Disney resort hotel

The handheld scanner they use will show them if the individual has a Disney resort reservation linked to their MDE profile.

so do they use them on all guest who want to ride during EMH's and refuse entry to those trying to ride but shouldn't be ?

It can vary on certain nights, and at certain times.
