The only limit is resort guests. That depends on how many choose to actually take advantage of the perk, but no. I don't believe there is a limit (except for the actual capacity of a given park) as to how many may attend Extra Magic hour.

EMH, morning and evening, is FREE to all onsite resort guests, always has been free, always will.

When you had to pay for the nights, they were called e-ride nights.
