EMH + FP -> need some advice!

Need some planning help! Planning on re-arranging my one day and want to know if some aspects are possible:

1. Do they hand out FP's once EMH starts?

2. Does FP work the same way, where you can get another once the FP window opens and/or 2 hours later?

3. Do the rides with Single Rider Lines still have those if the crowds are busy?

Here's what I'm thinking. We wanted to visit EPCOT earlier in the day, but might not be able to now.

We are thinking of doing the following:
9:00 Get a FP for Soarin' RIGHT AS SOON AS Epcot's EMH hours start at 9:00.
Ride Test Track (using single rider line)
10:00 (Hopefully) Have a return time for between 10-11, & can get another FP. Send one person over to get 2 more FP's.
Re-group & ride Mission: Space
11:00 Return to Soarin' with first FP. Hopefully, by the time we get off, we can use the second one also.

Can we accomplish all this during EPCOT EMH? We will be there Nov. 10, so crowds are uncertain. We are willing to stay until midnight or later if we have to. Is this possible?

Or does someone else have a better idea for two adults to ride:
Soarin' twice
Test Track
Mission: SPACE

I could be wrong but I have a feeling FP doesn't operate during EMH. Either that or when we were at EMH at Epcot a couple of weeks ago, tehy had already run out for the day. That was our idea too but the FP machines were all covered over.

I would presume it depends on how busy the parks are. If EMH is busy, they'll open the machines, but if not..?

We did EPCOT EMH in the evening this week. All of the fp machines seemed to be closed. I don't know if this is because they don't use them or because they were already all gone. We went to Soarin during Illuminations and only waited 10 minutes standby. That was awesome!! The park did seem quite busy.

When I was there in May, I rode Tower of Terror right after the 9:00 EMH start. The fastpass times were around 10:00. I was able to walk right on twice before Fantasmic left out. So my bet is the fastpass times keep going, so it's possible they ran out before EMH started.

In June we overheard a Cast Member tell someone that they re-open the Fast Pass machines for the evening EMH. This was at the Studios and the FP machines were closed for TOT. Sure enough, at 9pm they did re-open the FP for TOT so we grabbed ours right away.
I have to believe what a previous poster said that whether they re-open the FP machines likely depends on the size of the anticipated crowd for that night.
It probably depends on how busy the Disney resorts are. I can't imagine any other way they could estimate the size of the EMH crowd.

I think we'll just take our chances and hope for the best.

If we can get one FP for Soarin' at 9:00, I think we'll be able to do:
Soarin' x2
Test Track (with Single Rider Line)
Mission: SPACE (Single Line if needed)

We'll stay until midnight if we have to, but do you guys think this is possible?
