I can tell you these ones went on about midnight LA time (7pm NZ time) we usually find new things on in our evenings between 7pm and 11pm our time which is currently 5 hours behind LA and 8 behind Orlando

I'm in Texas. It's always around 2-3am CST- which matches the midnight LA time! There was a period where I was looking every single morning for an Elsa costume, so I've got this down. LOL

I actually saw both versions of the Anna dress (winter and coronation) at a local Disney Store yesterday. Fortunately, they didn't have my daughter's size in the coronation, or I'd have been tempted to drop $90 on it. We already have an Elsa (got in the May Saturday morning Frozen releases), but the coronation dress is so pretty!

There are a couple of sites that will notify you if something you are watching comes back in stock (google now in stock). I signed up for them and sure enough my phone went off at 2AM with a text! Woke up and purchased dress. The service is free and clearly works!!
