So I am crossing my fingers I will be able to secure a FP+ for the Meet and Greet but if I don't we plan to be at RD one day. We have never done RD and I am concerned about how early we should leave our hotel to be there at RD for MK opening at 9 am. If we leave BWI by 7:30 am should we have enough time.

Even though we have been to WDW tons we actually never take the bus to MK and prefer to walk through EPCOT to take the monorail....so I am not sure what the drive with the bus looks like from BWI to MK.
 
I have no idea on the bus ride but IMHO you'll want to be inside the turnstiles by 8:30 so you don't miss the Welcome Show that starts at 8:45. My guess would be 7:15 or 7:30 should be fine.
 
If you hope to be one of the first in line at A&E you will need to be among the first people entering the park that day. (Getting there just a few minutes later after 100-200 other people will probably have you in a 60 minute wait) That means arriving at the MK for 8:15 and going straight to the gate on the right or left hand sides. You are not likely to see the welcome show from this spot but it will put you in better standing for getting to A&E.

I'm not sure what time you'll need to leave BWI for this to happen since I haven't made that trip (yet). But I would plan to be at the bus stop about an hour before you want to be at the MK gate.
