I'm not certain it's a flat "no", but it's more like a "probably not". You can get the dining plan through an authorized travel agent, not just from Disney direct, but I think it's unlikely that Hotels.com is acting as a travel agent in this case - more like a discount reseller.
That said, I've heard of a case on these boards where a reseller's booking included QSDP for the guests in the room. Not sure if that was a one-off, or test, or whatever, but if you can find a package like that advertised, then it would be legit.
