Electric wheel chair plus 3yr old

Any suggestions for how a Grandparent using an electric wheel chair manages a toddler? My mother would like to take my 3rd old to the park but we can't figure out what to do since she'd have to use an electric scooter and my youngest would need a stroller. Are there any attachments to add a child to the wheel chair?

No attachments are allowed, even if they exist. Each ECV only holds one person, no matter how young or small the second person is.

You will probably need a different strategy. Disney does not allow two people on a scooter (or wheelchair), nor are attachments allowed (nothing can be dragged behind).
