My mom has a circulation condition, that prevents her from walking and standing for long periods of time. Do the parks have scooter rentals?
 
Yes - you can either rent from the parks or from one of the off-site rental companies.

I would suggest getting one from an off site company for two reasons
1. It is cheaper than renting from Disney
2. You are guaranteed to have on. There is no guarantee that when you get to the parks that there will be one available to rent. Your only choice then would be a wheelchair that someone would have to push all day.

4. Offsite rentals will be available to you at the resort, especially if you are staying at a larger resort.

One of our favorite things to do is check out all areas of the resort and that can't be done if you can't walk. We also like to visit other resorts for a meal or just to look around.

i'm also on the rent-offsite bandwagon. I desperately needed one and magic kingdom had run out so that really put a damper on my trip and thankfully i called, i think it was buena vista scooters, and by that night i had one of theirs (and for the rest of the trip). it also makes it really convenient for any other place you go, like say you have to take a bus to animal kingdom - that entire time from the bus to the ticket-taking area youre on your scooter. just make sure you bring the charger in the parks with you. i once had to push my scooter up the monorail ramps with my best friend :X it was quite the kodak moment LOL but in all seriousness, my battery has run out on me before and there are surprisingly a lot of charging ports in the parks (or at least in epcot ive noticed!)

I think that was quite unusual that your battery ran completely down. We run them from early in the morning to very late at night and never have trouble. Make sure you turn it off when you get off of it, are waiting for parades/fireworks, and are in shows, that will save your battery. I also put mine on the charger if we go back to the room for a mid-day break.
