What's the scoop on EE & the Toontown thing, I'm not sure what it is, EE to Toontown or something along those lines?

Can you do both? Are they one in the same?
 
Early Entry is done four days a week and Fantasyland as well as a few rides in Tomorrowland are opened one hour before the park opens. I believe it is Monday, Tuesday, Thursday and Saturday (?) Toontown does not open until 1 hour after the park opens each day. Toontown madness is where you get to go in when the park opens, meet the characters and have a more intimate setting with them. Not sure if the rides are opened or not since I have not done it.

To answer your question though- yes you could do both if you wanted too. EE generally comes with a 3 day or more park hopper ticket. BUT if you stay at one of the on-site properties you can get in early each day EE is done.
 
Yes, you can do both. It's just like kuusimo said. The rides are open and we walked onto Roger Rabbit. That's also where we got our fabulous picture with Mickey in my signature. I don't know if you can tell, but there's no one in the background. We had a good time, but I would definitely plan to go through Mickey's & Minnie's houses first, they seemed to stay the most crowded.
 
When we did Toontown Morning Madness, the rides were open. Of course, there's only 2 rides in Toontown...They also had a cute show with Mickey Mouse and Minnie Mouse in front of Mickey's house. Our kids really liked it. I'm not sure if they still do the show though. :)
 

They do still do the show, and this is a great time to see characters. We like to do EE to the park, hang out in Fantasyland for an hour (or a bit longer), and then walk to Toontown with the passes. This is an excellent time to ride Gadget's Go Coaster - this is the only coaster for 35inches and taller, and you can walk on with no wait - we usually let DD do this one three times as it is her favorite. Many other times during the day we have seen the wait up to 45 minutes for this ride, and with a single car to load and no fastpass it can be a long wait!!!
 
On our recent trip in Sept, we did our Toontown EE on the 1st day in the park, walking straight back there after the main park opened. The crowds are minimal and rides are open. There is a parade down toontown's main street and a little show about 15 minutes after toontown opens with all the characters. The kids really loved that and there were no lines for the roller coaster or Roger Rabbit carspin, in fact we rode both of them several times before the hour was up.
