EE to Diagon Alley for HP Packages only?

I received a promotional email from USF and noticed this:

"Select the hotel of your choice and add theme park admission to enjoy both Universal Orlando theme parks! Plus, receive Early Park Admission to Islands of Adventure and much more"

Based on this I'm assuming (well, HOPING) that EE to USF is only for those who purchased the package. That still leaves the question of whether those in IOA will be able to ride HE during the first hour. It gives me hope that the crowds at DA won't be too crazy during EE.
 
I'll be very surprised if early admission for Diagon Alley is for package people only. What about annual pass holders who are staying at the deluxe hotels? The packages would not be appropriate for them and it wouldn't seem fair that the most staunch supporters would be denied access because they have an annual pass. That would mean that someone who spends $110/night for a partner hotel and a two park ticket would receive a huge benefit over someone with an annual pass and paying $400/night at Portofino. I think it would bring in a lot of complaints.

Good point. I didn't realize the package included offsite hotels. They surely would offer it to annual passholders staying on site first. I wish they would just let us know already!

Yep, very good point.

I'm a AP holder, always stay onsite, and many stays per year. The package dies nothing for me except breakfast and EE.
 
Agreed, us too. If EE isn't included then we won't bother staying at HRH.

I'm sure a lot of people will feel this way so doubt Universal/Loews would allow such a dumb thing to happen!
 
What I get from reading other forums is that the recent change in the wording of EE is a short term clarification of the current EE procedure now that package holders are getting Sneak Peak access to Diagon Alley. They don't want any confusion when later on, package holders access to Diagon Alley will be 8-10. Then, on July 9th, a new EE policy will show up with Diagon Alley available to onsite guests.
