EE to DCA with small kids/ child swap

Hi! Trying to plan ee to DCA with my 4 and 1 year old.

We aren't interested in tsmm and she is too small for ca screamin. Really more interested in cars land. She is literally 40.5 inches (no shoes). I'm thinking it is going to take time for her to be measured and for us to grab a child swap pass. Should we spend our hour doing luigi's and mater's? Then grab a fast pass for Rsr? Or is that a waste of ee? Worried the line for rsr will be crazy once she gets measured. Pls help!

I don't think measuring takes too long. I'd start at RSR them Luigi's.

They measure when it's her turn to get into the main queue where a CM will be and again before they go on the ride. You don't have to go somewhere else to measure her and then come back. So it won't eat into your time. They may not even measure her if that's her height without shoes because she'll look even taller with the shoes on.
