ECV Rental Epcot - Early Breakfast reservation

I have a quick question.

If I have an 8am breakfast reservation (which is 1 hour before the park opens) will they let me rent a scooter at the Epcot guest relations even though technically the park isnt open yet?

The in-park rental location should be open any time guests are allowed to enter, so that includes early for pre-opening ADRs.
