ECV rental, do I need to reserve?

I have a friend who is going to EPCOT and will need an ECV.

Do I need to reserve one, or do they have enough to go around. How do I go about reserving one?

(It will be in July, so the park will be busy)

You can not reserve the park ECV's. First come first served. At busy times they do run out. You can reserve ECV from outside companies (Walker for example). Getting an ECV from an outside company will allow you have the use of the ECV 024/7 and not just at the park.
