ECV rental at Disney Springs

We live near WDW and I want to take my disabled mom and grandmother to Disney Springs for a day. However, they would both need to rent scooters (they use a cane and walker outside of Disney but the walking at Disney Springs would be way too much for them, and I have two small children so I can't push them in manual wheelchairs). However, when I called the reservation line, they told me that Disney Springs doesn't offer ECV rentals, only manual wheelchairs. How can this be?! And if this is true, are there any non-Disney scooter rentals that will deliver to Disney Springs instead of a resort? Help! My mom and grandma really want to shop at Disney Springs but there's no way they can go if they have to walk.
 
Yeah, that's what I read on the website before I called so I was surprised when he said they didn't have any ECVs. I was actually calling to ask if my grandma could use her walker to get to the rental place and then leave it there while she used the scooter, and I never got that question answered as I was told that she couldn't rent an ECV.
 
The WDW website also says ECVs are available at Disney Springs:

Not sure if you can leave her personal equipment (the walker) at Rentals, but for something lightweight (like a walker) you could potentially fold it up, and use a couple of bungee cords to secure it to the back of the rental ECV. Just a thought...
 
The ECVs at Disney Springs are very limited in number
