Are the boats from the Boardwalk able to carry ECVs? I'm staying at boardwalk know and wondering if I need to drive or take the boat. Also if I can take the boat What time do they start running in the morning?

I don’t know the precise time they start running, but it is well before the park opens.
The boats are wheelchair and ECV accessible. But, if you have to wait for the boat, it will usually be faster just to drive their on the ECV.

The last time I was staying at Boardwalk, there was a limit of 2 ECVs per boat and ECVs had to ride inside, not on the rear deck.

If there are already two ECVs/Wheelchairs on the dock waiting - take the path.

Boardwalk to Epcot - always faster by path. Boardwalk to Studios faster by path because boat stops at other hotels on the way. Only use boat if you have a companion on foot, if it is raining, or if you want to conserve battery.

The boats start very early to take into consideration getting people to the Parks for pre-opening breakfast reservations.

Note the sequence is Epcot >> Boardwalk >> Y&B >> Swolphin >> DHS >> Swolphin >> Y&B >> Boardwalk >> Epcot so depending on where you are starting and going it may be much quicker to roll/walk between your resort and the Park.
