Ebay refund question- item damaged during shipping

An eBay item I sent to my buyer arrived damaged. I had insurance on it so I filed a USPS cIaim to recover the cost of the item. On eBay, do I have the buyer open a claim or do I cancel the transaction to do the refund? How good is USPS at refunding claims? The buyer provided photos of the damage but did not save the packaging. Is USPS going to deny the claim? It was a $42.00 item.

It took MONTHS for my dh's aunt to get a claim taken care of with the USPS for a box she sent us that had damaged goods. I even took everything down to the PO, they took pics, submitted forms, etc. But it was still a hassle. Her first claim was denied. She had to submit an appeal. I contacted people at the Consumer Affairs division in my city for the USPS and got them involved. She finally did get paid but it was serious pulling teeth. And she had to stay on people and call constantly. Her claim was several hundred b/c it was my entire family's Christmas gifts. *Hopefully* your battle won't be that bad but just to warn you.

I cannot help with Ebay. I've not had that happen.

You need to issue the refund through paypal. You can file a claim with the usps online. I filed one for about the same amount and had a check in about a week. You will need pictures that show the packaging was damaged in transit. The insurance only covers damage caused by handling, not damage if you didn't package it item adequately.

Do not have them open a claim. Under ebay's new standards that will count as a 'defect' against you. Better to cancel and refund on your own.
