Ebay question

I bought concert tickets on e-bay from a man who lives 30 miles from me. He shipped them on Wed and I still have not received them (it should not have taken more than 2 days). I contacted him yesterday and he said they should be there by tomorrow at the latest. I get the feeling that he's pulling a fast one (I bought them a week ago Monday and paid immediately. I called him on his cell and his girlfriend said she was putting them in the mail as we spoke. Then when I contacted him yesterday he said he had a family emergency and didn't get them out until a week later?) I paid for insurance and he could not provide me with a confirmation # or anything-said they were sent USPS.
So my questions...
Shouldn't there be a tracking # or something if he insured them? The concert is Fri, if I don't get the tickets how do I go about getting my money back? What if he didn't insure them and they are lost somewhere (I paid for insurance) can I still get my money back?

I'm really getting worried...

Assuming he didn't put the tickets in the mail until this past Wednesday, the holiday very well could have slowed things down. Insurance would not provide a tracking number, so unless he printed the shipping label off the USPS website and got free tracking (and the post office scanned it in) or he bought delivery confirmation it wouldn't do any good.

What's his feedback like? Any reason not to trust this person? I sell a lot on ebay, but sometimes things come up, and it's just possible to ship immediately. And truthfully, once I do ship something, it's out of my hands, and I've had the situation once or twice before where an item that should have taken 2 days to arrive took two weeks. Who knows....

Worse case scenario, you could open a Paypal dispute if the item never arrives. Plus, if you paid with a credit card, you should be covered that way, too.

I realize with the holidays things get slowed down, but it really isn't far between our locations-I get mail from the same area in a day usually.
He just sounded hinky. His feedback is 98%. Several people complained that he sold them "front row" tickets that were several rows back, things like that. Stupid me didn't read those before I bought them. He has 3 tix listed now for the same event (I bought 3 tix from him?!)-similar location description, that wasn't listed before. It could all be a coincident, but it just didn't sound right. She literally said she was putting them in the mail as we spoke, the emergency came up after we hung up but before she could drop the envelope in the box? When I asked to pick them up she refused.
What exactly is the procedure for registering a complaint? Just so I know should they not arrive by Fri.
 
Under the item you can file a dispute. You should have a drop down menu (like where it says leave feedback) you should be able to get to the dispute thru that menu. You have to wait seven days to do it though so when its been 7 days you can absolutely open the dispute and since you've gone through paypal and a credit card you are covered. I had to dispute something a few years ago and paid through american express and it was MUCH EASIER to go through them than paypal. They resolved it quickly and I got my credit. Good luck whatever you decide and honestly I do hope the tickets show up but it all sounds pretty fishy if you ask me.
 
I had to file a dispute through Ebay before. their first question was 'did you use paypal' When I said yes, they told me to file through paypal.

Paypal issued all of my money minus $25(it's like a deductable I guess) I think I had the credit in about 14 days. They give the seller time to resolve the issue themselves. In my case, the seller had closed all the accounts with Paypal...and took quite a few people for money at one shot.
 
I thought you couldn't really insure paper tickets using usps insurance. :confused3

According to the Postmaster in my town, you can only insure event tickets if they are sent through Express Mail or Registered Mail.
 
File a dispute with PayPal today. There is no reason to wait any longer.
 
If he mailed them to you last Wednesday afternoon, it has only been two 'postal days'. I imagine that they should get to you either today or tomorrow.
