I recently won an auction on ebay - preorder on xbox 360. The seller accepted payment but now tells me her supplier has raised their price and now wants an addtional $75 from me.

I requested a refund. She told me if she issues a refund that paypal will charge me a $15.50 fee.

For anyone who's received a refund, did you have a pay a paypal fee?

Thanks for your help.

Did the auction state that the final price was subject to change based on supplier pricing?

If not, I'd expect the seller to honor the auction price and report them to eBay and leave them negative feedback if they don't. If the seller isn't willing to honor the auction price and you are willing to let them off the hook and accept a refund, they should absorb the fees, not you. Of course, they have your money so it's hard to be in the drivers seat.

Did you pay via credit card? Maybe you can dispute the charge if they aren't going to deliver the item as per the auction terms.

I have received refunds, and issued them. No one has ever been charged a fee

PayPal does NOT charge for refunds!!
I would not pay the seller anymore money at all.

I would not pay the fee. You agreed to the final price in the auction. If the seller does not honor that, tell them it is a contract and they are not honoring it and you will be reporting them to ebay.

Preordering things on ebay is way to risky for these reasons. Sellers are always trying to pull something.

As others have said, PayPal doesn't charge a fee on refunds or to send money. Chances are the seller is just trying to recoup the eBay listing/sales fees, or PayPal fees he was charged if you paid by credit card. If he isn't willing to honor the price you paid in the auction than he should eat these fees, not you.

I'd do one of two things, as long as the listing didn't indicate he could charge you extra based on supplier fees;

1. Demand that he honor the price and send the item, or

2. Demand a full refund, get your money, and report him to eBay.

Also paypal will not charge him/her a fee. When you refund a payment, they give the seller back the fee's. Also they can get there money back from ebay for the final sales fee. The only fee they cant get back is the listing fee. I'm sure that was only a $1 or $2. But it doesn't matter, as you should not have to pay anything, as this is the sellers fault.

Correct. The SELLER in this case can make a PARTIAL Refund hence keeping $15 of the buyers money. A lot of seller's do charge a restocking fee. IN THIS case the seller changed the terms of the auction after the fact so charging a restocking fee is NOT warrented.

Send them an email through ebay's message system in MY EBAY so you have a record of it on ebay and tell them they did not honor the auction so you want all your money back. If they don't give you the entire amount.....report them to both Paypal and ebay. This is against ebay policy.

do us a favor and report this to Ebay so none of us ever have to deal with this person. Also can you publish their name so we can all put it on our block list?

I'm glad that everyone answered you about this. When I saw your post, I was flabbergasted and thought for sure that this seller was trying to scam you. I would follow the advice you've been given and never buy from this seller again. Just imagine how many people they are trying to scam.

There is no fee [atleast to u for a refund]. The seller has to honor the price or u leave a -ve even after the refund. Giving a refund does not total upto a satisfactory transaction. U dont have an XBOX in ur hands. What good will come out with the refund when u dont have the product u wanted.

Report to paypal and ebay.

I agree, even if you get a full refund I'd report this seller to eBay if they didn't honor the transaction.

OP here. Thanks for all the replies.

I found on paypal's website their official refund policy and sent it to the seller telling her I expected my full payment refunded as paypal does not charge any fee.

Hoping for the best. Waiting to contact EBAY to see whether I receive my refund or not.

Lesson learned - I thought it was too good a price for an xbox! Guess it's just not meant to be under our tree this year. Oh well.

Thanks again to everyone for their help.
