They will bill you. If you used a PayPal account to accept payment they will take it out of there.

Yes. But they bill you in advance so you know when it will be coming out. If you don't have that much in your paypal account they will take it from your alternate funding source.

Go to My eBay
Click on the the tab at the top of the page that says "Account"
Scroll down to "Seller Account"
Pay via Paypal
Easy peasy

I do this once I'm completely done selling a batch of items and before I transfer all PP funds to my checking account.

They automatically charge the credit card that I have stored with them, whether or not I have money in my Paypal account.
