Earliest time to enter San Diego Port?

We have a check in time of 11 (which is the earliest) but does anyone know what time we can enter the port and wait?

It has been 1 1/2 years but I seem to remember that we arrived around 10:30. There were definitely some (not too many) people already seated, waiting to enter the check in area when we arrived. They were either early arrivals, unless B2B passengers? Upon arrival, you sit and then they take one section at a time into the actual check in area. I believe we were the second section to be taken in.
