I read this on another where it was in detail about getting credit for your bids. I'm thinking maybe it is the same at all sites (including CR). In order to get credit for your bid you MUST be the high bidder when your bid is placed. In other words, say I find something I really want and I bid $5.00 on it. If the bid confirmation page says "Sorry, you've been outbid..." then I won't get credit. That happens when another bidder uses E-bay's automatic bid feature. Now if I bid my $5.00 and it says "Congratulations..." then I will get credit for my bid. Make sense? You have to be a SUCCESSFUL bidder. I think this may explain why you get "shorted" points, which you really weren't shorted because you weren't a successful bidder. It doesn't mean however, that you have to win the auction, just at one point be successful.
Having explained that, please understand that I only bid on items I really want. I rarely win though because things usually go for way more than I am willing to pay. For example, I was the high bidder on a collectible the other day that ended up going for 3 x's times what I was willing to pay for it. That's not to say it was or wasn't really worth that price in the open market, just that for me personally it wasn't. Lots of times what keeps me from winning is factoring in the shipping, handling, packaging, insurance and whatever else. I've been an E-bay bidder before I started reward programs and will still be after the reward programs. I have won a few things at really great prices and that's a win situation for everybody!
