In both cases the ‘subsidized’ dues cost is only for contracts bought before certain dates.

July 9, 2011 is the date for Aulani. Any contracts that were bought direct before that datae have subsidized dues even if resold.

For Vero Beach that date is Jan 1, 1996.

Accounting error provided the earliest Disney Vacation Club buyers at the properties with incorrect information. Disney made this initial error right by promising a credit in the form of a subsidy that would lower the annual dues for the duration of the contract. Basically DVD was caught underestimating dues to encourage sales, and had to subsidize those early buyers at Aulani.
