If we take advantage of the DVC ticket promotion for the Premium Annual pass this year, if they are not offering it next year, can we buy regular annual passes at the renewal rate? Basically, when renewing, will they let you downgrade from premium to regular?

Yes. You do not have to renew to the exact same thing. You may renew to any level of annual pass for which you qualify and still pay the relevant renewal price.
