I know in many cases there is room inventory available through WDW for cash while DVC shows unavailable for the same time frame / resort / room type.

If the cash sale is not made at "some point in time" as compared to the check in date, are any of these rooms moved to the available DVC inventory? I was wondering how this could positively effect either wait lists or straight up availability of a room which has not been available since the 11th month mark.

No. They are not available for points booking. There are two sets of inventory. All those available for points (because the points are owned by the members at that resort and are not in use) and cash reservations. Cash reservations might be DVC owned inventory, builder inventory (like at Polynesian and Aulani since they are not sold out) or traded by members to book non-DVC Disney trips. So the third inventory technically has already been booked on points (now it is being sold to pay for the other trip), so it cannot be booked a second time.

However, if is inventory that has been moved over to Disney Reservation Center to sell since it hasn't been booked at 60 days out, it might be able to be called back. But it would have been used for waitlists long ago before it got to that point. It might be a last minute reservation though.

There's a note on the member reservation page online:

Accommodation inventory is the same whether you book online or through Member Services, except within 10 days of arrival. For close-in bookings, if you do not receive your desired selection, you may contact Member Services.

Right and here is an example in reverse. I wanted a 2BR and AKV Savanna View for 6 nights. I have enough points for 4 out of 6 nights and was going to pay cash for the final 2 nights. The 2br Savanna view was not available for cash however was available for points so I booked 2 savanna studios instead

I believe as Debbie points out, they can pull rooms from the cash pool as the check in date nears. Hence the new last minute stays feature on the member site.

If they have a room left with only 5 days before check in, it is in their best interest to book it any way possible. Pull it back for a points reservation, then pull a new one into the cash pool and reset the 60 day clock.

But I do not believe they are ever moved back in automatically

If the cash reservation is available because a member used points outside of the DVC system, these rooms can't be pulled back because they are technically reserved using points.

Only rooms turned over at 60 days because the are unreserved can be pulled back subject to CRO approval.

I think the approval comes from the resort in question.

And I think it's extremely rare they ever pull it back.

If they didn't pull them back, it would be difficult for a member to get a points reservation within 60 days and the resorts would have rooms they can't fill. With the high rates, DVC rooms are not easy to fill for CRO, especially the larger rooms. They have even used them for free upgrades from other resorts that they can fill.

They don't automatically turn all inventory over at 60 days. If they did then a member wouldn't be able to book online and would have to call in and MS would have to contact CRO to pull it back. There's no sense turning more inventory over if CRO still has inventory there just from what's been turned over for trades.
