DVC/Silver Plan-wishes??

I had just heard from a neighbor that they booked this pkg. at Grand Floridian for a great price with the 5 nights, get 2 free and that they booked the silver-add-on pkg. which includes 2 wishes per day that can be used for meals, etcand also includes their park passes... Has anyone else heard about this? It seems that it is a really good deal. Unless I'm misunderstanding the whole thing. Does anyone know if we can just purchase the plans if we already have the room through DVC?? Thanks for any help on this.
 
We got a silver 2-wish plan the last time we traveled to WDW non-DVC. It ran over $30/meal/person, which made it a poor deal for the average breakfast or lunch but a great deal for a fancy dinner with lobster and filet. In the end, we made too many reservations at the better restaurants to "get our money's worth" and ate everything in sight. Now my kids have discovered prime rib and lobster tail and they want to order them at every restaurant we visit. After a while the constant pigging out on appetizer-salad-entree-side dish-optional addon-desert just got overwhelming and stopped being fun. And you know how you can eat just about anything you want at WDW because you always do so much walking that you wind up losing weight? Well, we each gained a couple of pounds! Never again.
