Owners can email any time after making the reservation. Renters cannot communicate any wishes thru MS. Emailing tends to take a long time for a response. My last email communication took almost a week for a response. Online chat with MS took a matter of minutes this morning.
Like any hotel room request, it's a just a request and not a promise. You get whatever villa is available on your check in date. If one of the available villas fits your request, then your wishes will be fulfilled. But I would say that I have NOT gotten my requested location more often than I have gotten it. And you will definitely not get your requested room if it is not in the right booking category (e.g. requesting a villa in SSR's Congress Park section when you have a standard location reserved). I'd say that my success rate has been in the range of 30%.
