DVC Pool Hopping-When Did the Perc Start?

Another thread re DVC pool hopping got me curious as to how long the perc has been offered to members?

I wonder if it was designed as a marketing tool (to either fill up the last-to-be booked resorts or to get members to visit other resorts for potential add-ons) or just a general perc during non-peak times?:confused3

Must admit we've had plans to visit other pools, yet we've always been happy with the pool where we happen to be booked during our trips, just seems to be too much effort for us to 'hop'.;)
 
I don't know how long it has been available, but I can't recall a time when it wasn't. I've only pool hopped once, and that was a long time ago before BCV was built and pool hopping was allowed at SAB.
 
If I recall correctly, it started when DVC started and there was only one DVC resort (OKW then known as the Disney Vacation Club) and you could go to any resort pool (none were off-limits and there were no seasonal restrictions). Restrictions began to appear in the late 1990s to early 2000s (over the years, Stormalong Bay has gone from anytime access, to not being available during key holidays, to not being available at all to pool hoppers) which was also about the time when DVC stopped listing pool hopping at the top of its lists of things you definitely get in promo materials and in the annual planners (and started mentioning it more in passing and not making a big deal of it).
 

Originally, as I understand it, pool hopping for all resort guests was permitted. That changed when Disney opened up the moderates and greatly increased the number of their rooms and saw that that old little tiny pool at the Poly couldn't handle the hoppers from the MK. But you'll still get people who hop because they aren't aware the perk was removed twenty some years ago and remember it being OK as a kid (and it was). But it would have been removed about the same time OKW started being sold - if I can get my WDW history timeline right in my head......

Apparently, and I'm not sure I believe this, there was a time when MK day guests could use resort pools.
