Are DVC hotels like bay lake towers at the contemporary strictly for DVC members or can any guest book them? I wanted to know how that worked whether they were exclusive for DVC members.
 
There is an inventory of rooms for all the DVC resorts that can be booked through CRO. Many people looking for DVC rooms also "rent" points from owners. I am sure someone will come along and point you in the right direction if you are interested in point rentals.

Yes. Anyone can book them
 

Disney retained a small share of the DVC resort timeshares. It can make those "rooms" available via standard reservations. I suppose other un-booked shares could also make its way into the standard reservation chain.

As mentioned, your other option is to rent from an owner or broker.

Disney doesn't really retain a small share to rent for cash. They are kept for maintenance issues. However, guests who trade out their points for non-DVC Disney stays like DCL or Adventures by Disney or a Disney non-DVC resort. DVC then needs to sell the equivalent number of villas to pay for those non-DVC trips. And at 60 days out, any DVC villas not already reserved by members get turned over to Disney Reservation Center to sell for cash, but they can be recalled if a member wants to make a points reservation. Plus, any builders' inventory still unsold or points taken back by DVC through Right of First Refusal or through foreclosure get sold as cash reservations.

OP, if you decide to book a stay from a member, either through an individual or a broker, your payment options, cancellation options and housekeeping will be different from cash stays directly through Disney.
 
BLT is very popular, but we were able to book a 2BD TPV at about the 11 month mark (maybe 10). I just kept looking online every day for when our dates opened up.
