We did the tour our last trip 2-3 weeks ago. You make an appointment at any of the kiosks that are proliferating everywhere -- it won't be hard to find one. Don't bother trying to ask questions at the kiosk; you'll get far more details at the tour itself. Oh, and don't wait till your last day to make an appointment, because (astoundingly) they were all booked up the first time we tried to make an appointment, so we had to wait for the next day.
No major incentives. You can have some coffee / cookies / snacks while waiting to meet with your guide, and afterwards, you can have an ice cream sundae. They'll also take a digital picture of you and print it out as a a little souvenir. Finally, we got 2 meal vouchers usable at a lot of the park little eateries or snackbars in the on-site resort (we used ours at that nice BBQ joint in Animal Kingdom).
Although most people here have talked about how wonderfully low-pressure their guides were, we were not particularly thrilled with ours. Not quite a "hard sell", but a little bit of "you only have 3 days after your visit ends to take advantage of the incentive, so act now!" feeling. We also didn't agree with the math he tried to do on the spot to convince us how much we would "save" (then again, we like to crunch the numbers by ourselves.)
Still, seeing the SSR (and the BEAUTIFUL suites / grand villas) definitely convinced us to research
DVC further, which is why we're currently pursuing a resale now.
Oh, and if you decide to purchase direct through Disney (rather than resale), they'll ask you if any DVC member referred you. If you give them a name, I think they will give a little bonus to the referring member (I believe it's on the order of waived maintenance fees for a year, or somesuch, and depends on whether the referrer is from a state that legally allows it).
Have fun, be astounded by the villas, and do lots of reading / research first!
