DVC Grocery Delivery to Room

But if the charge only applies for delivery to the room, what is it for? Is it just an extra $6 in the mouse's pocket? If it doesn't go to the bellhop, what does it go toward?
It’s in their union contract that they (bell hops) get $6 for non luggage deliveries to the room. So Disney is passing along the cost directly without a mark up.

I have no issue with the $6 charge, especially if it goes directly to the employee as you say. Having said that, if the $6 goes directly to the employee, then that could be factored into the tip?

Edited to add: If I had to guess, Disney likely agreed to that fee contractually, as many guests failed to tip bell services when delivering the stuff. It's an easy way to ensure the employee gets tipped.

🤷🏼‍♀️ what I am guessing is that because bell hop is a tipped position, every time Disney pulls them off the front line to make a delivery they are losing the opportunity to earn a tip. So the contract has the $6 built in to keep the employee “whole” while allowing for flexibility to Disney. ~ again just a guess ~
