The change was to the banking deadlines and to certain non-DVC uses of points within the last 4 months of your UY.Another thing that is more important now than when we bought 5 years ago is Use Year. With the change in banking deadlines and the inability to use the account for certain types of transactions in the last 4 months, use year really matters now.

Interesting and informative post. You lost me on the use year change. Can you expand on your thoghts regarding this? I'm just looking to learn.

With the old banking deadlines, there were three periods - a period during which you could bank as many points as you wanted, a period you could bank up to 50% of your points, and finally a deadline two months out by which you could bank up to 25% of your points. That system was "streamlined to enhance the membership experience" to 100% banking during the first 8 months, but nothing thereafter.
In the old system, you could cancel a ressie pretty late in your UY and just bank the points -- or most of the points. Now, you can't do that during the latter 1/3 of your UY, so that makes UY more critical. I have an October UY. If I wanted to book a trip in September, in the old system, I could cancel in July and still bank points. With the new system, if I cancel after May 31, my points are use-or-lose -- they can't be banked.
I'll let someone else take on the non-DVC bookings in the last 4 months of the UY. We don't use our points outside of DVC, so I'm not familiar with that change except to know there was one.
