Hi, I swear I had read somewhere that there was going to be a DVC at Carribean Beach Resort, does anyone know if this is true?

As well as the spirit a poster on wdwmagic who has a very good track record with getting things right.Jim Hill has reported both - more DVC at Wilderness Lodge and then probably at CBR after that. There is an Unofficial Guide Podcast all about DVC.

And it's supposed to be only the start of adding more villas to resorts that already have them and not new construction just retrofitting already existing rooms. Disney is doing this to make occupancy numbers look better.Yes, they are going to increase the # of Villas. See the below article. There are plans drawn up and were posted on the FW site a year or so ago, for a western themed resort. It was said to be all DVC, but more likely be both DVC and a regular deluxe resort.
It is to be between L and WL, on the lake with more units over the water. This is where River Country is or was.

Cheaper is the key word in this. That's why this project hasn't come to be. You have to demolish RC and make the land build able for a resort which is way more than they have to spend to just convert rooms.I doubt we will see the FW DVC plans come to fruition anytime soon. I think we are far more likely to see more conversion at existing resorts, specifically WL and perhaps others, first. Not only is this path far cheaper, but it also helps with another "hot button" metric: low occupancy levels in the regular resort rooms. This path is a win-win for Disney, as they can guarantee return guests with DVC all while artificially manipulating supply/demand to keep or raise "rack rates" in the remaining rooms that will not be converted, all while making DVC seem like the best deal on the block. I'm having a hard time wrapping my head around the notion of DVC coming to the moderates. I just don't see it happening, but I guess we can't rule anything out, now can we?
There's been lots of rumors - and so far that's all it is...for now. Were it to come to fruition, it will create an interesting situation - the "moderate" DVC. Obviously, they would then have DVC at a resort with a lot less amenities than all other DVCs. This would raise all sorts of questions. How would it be priced? Would they add some additional amenities to the resort (like bring back boat rentals)? Etc.
IF this happens--and it's at least 5 years away--it would NOT be a "moderate" DVC. The DVC villas would be all new construction. Other resort amenities would be brought up to par as deemed necessary.
The lines between "Value", "Moderate" and "Deluxe" have become increasingly blurred in recent years. A resort like Art of Animation isn't really Value, nor is it Moderate. Many would argue that Old Key West and Saratoga Springs are not on par with other deluxe DVCs. Even within a category like Deluxe you could easily establish a hierarchy with certain resorts ranked higher than others. (Prices tell us a lot in this regard.)
Still, DVC has no intention of selling lower-priced accommodations. A DVC on Caribbean Beach property would not consist of 240 sq ft villas costing 7 points per night. The villas would be new construction with layouts and amenities comparable to prior DVC properties.
If you read that article I linked about, they mention this with a 2018 possible start of construction. So, it's still in the pipeline.
