If we buy annual passes before our trip next summer, will there be blackout dates? Or are blackout dates not applicable for DVC members who purchase APs? I can't seem to find the answers.

It depends on the type of pass you buy. If you are buying the annual pass that gets you into all 4 parks, no there aren't black out dates. Same for premium passes (includes water parks & Disney Quest).

There is a Seasonal pass available as well but that has black out dates. There really isn't a "DVC AP" that I know of, just a DVC discount on the passes available. (if I'm wrong, someone please correct me).

The only passes that have blackout dates are the Seasonal Passes which are only available to FL Residents.

Actually, there is a DVC Annual Pass. All variations of new and renewal passes for Tourists, FL Residents and DVC Members are unique products with their own price points.

So as long as we are not FL residents but we buy a regular or premium annual pass with a DVC discount we do not have to worry about blackout dates?

There are no blackout dates on Annual Passes or Premium Annual Passes.
