If I had to take a guess, I'd say the photo was taken during the "The Magic, The Memories, and You!" show that used to be shown on the castle in 2011 and 2012. They would project videos and images submitted online by guests, as well as PhotoPass pictures that were taken earlier in the day. You can see what looks like pictures of guests inside the clouds. It was kind of fun to see if your picture or video would appear on the castle.

I think it was just part of the projection; check the upper right side of the castle. It was in 2012.
