Yes. Cookes of Dublin, Wolfgang Puck Express and Earl of Sandwich. There is also a place inside Disney Quest if you are going there. I have only eaten at Earl, but it was very good. Wolfgang Puck is also highly recommended.

I'm guessing you mean Cookes Of Dublin, which is the counter service outside RR.

The best place is to look at the Dining Plan description PDFs, that tell you exactly where you can use it. For QS credits, the QS DDP is probably a good source:

Wolfgang Puck Express was one of our favorites. We ended up eating there as often as we could! I've been craving it for almost a year...can't wait!!!

And on the expensive side for QS, so you're getting a good deal using DDP credits there.
