OK, now..... it takes the system a little while to recognize that you've achieved that level. Usually 30-60 minutes. Once it does, when you click on someone's avatar you'll see a "Start a new conversation" link there. Clicking on that will start a conversation, and you can list all the people you want to talk privately with.

OK, now - when you have your list all made up, you can start a conversation and indicate all those on the list to be participants (I think the max is 20 people). Then, when you post the list there, the information is only viewable by those participating in the FE, not anyone who just drops by the cruise meet thread.
