Is there a charge for every guest or just those over a certain age? surely they wouldn't expect you to pay it for a toddler or baby?

For Illuminations? I think its just for people who dont have park tickets. So I *think* a kid under 3 wouldn't need a ticket.

Right - it is basically a reduced-price admission ticket, so all the same age rules apply.
