My brother and his GF stayed at POR when we went for my wedding Jan 4-10. It was some time in the middle that the food court went under refurbishment. Everyone else was at POFQ.
I think staying at POR would not create inconvenience depending on if you can plan for it. The biggest problem is that you just can't go down to the counterservice foodcourt and grab a meal. But you can always plan accordingly. But I can see how not having planned for it, it would be really annoying.
The other thing is that POR and POFQ are really not all that close together. It can take quite a while to hike to the sister resort.
My brother and his GF tried to walk over to POFQ one morning for breakfast with the intention of taking the bus back (because theoretically the bus starts at POFQ and then goes to POR). But even though they checked with the bus driver, when the bus filled up he went directly to the MK and wouldn't let them off the bus. Needless to say, they weren't impressed.
I'd suggest bringing granola bars or something similar from home so you can just head to the park and then you can go wherever you want....
