Disney has no motivation to have better training or give more information to their phone CMs because it's not affecting their bottom line. For every person that gets poor customer service and swears they're never going back to Disney, there are plenty of people waiting to take up that space. People aren't going to stop coming to disney, so there's no reason to do better.
