Anyone have a preference? Both have the same rate for the size car I want. Do they both let you pick whatever car you want in that size row? I know Alamo does that. TIA!

They are the same company(Thrifty/Dollar). No, they assign a car and if you don't like it, you can select from your class of car. Similar to Alamo, but, not quite exactly the same.
Are there any agencies that don't charge for a 2nd driver? Because yes we will want to have 2 drivers and $10 extra a day for a 2nd driver is just ridiculous.

In my experience, 2nd driver is free with National if you are a member of National's Emerald club (free to join), and with Alamo using Costco id codes (and possibly if you are member of Alamo's Insider's club - I'm not sure about that but I'm sure someone will weigh in). There may be others, but those are the ones I've used in the past.

Yes, National when you join the Emerald Club and the additional person has the same address and is a family member. Alamo, with the Insiders Club. Always a free additional driver.
Both are free to join via the websites.
