Dollar Express members, can we get free additional driver if we booked through Chase Ultimate Rewards?

We booked our Dollar rental through Chase Ultimate Rewards. Can we get the free additional driver and/or skip the counter if we join their express program?

Any one who is a Express Rewards members (which is free to join) is allowed a spouse driver at no expense and also pick up in the garage.
