To the person asking where to get them - there's a stand in Adventureland right across from Swiss Family Treehouse. That's the magic spot.

Plus I think you can get just the Dole Whip at the Poly's CS place.

Yes you can get Pineapple Flavored Dole Whip, no float, at Captain Cooks at the Poly.

They give you a cup and its self serve.

And yes, you can use a snack credit for both the whip and the float. There's a sticky here that has ALL the things you can use a snack credit on and both of them are on that list (which is printed out and in my trip binder, highlighted with the things we want to try....), I think it's in the Restaurants form, or just search for it.
