1) Although against the rules, I have seen LOTS of dogs on carts - both camper-owned and WDW-owned.
2) I don't mind seeing the on the side of a big blue bus, but in gold carts they can be dangerous.
. . . regardless how "behaved", they can distract enough for a driver to run into someone
. . . of course, EVERYONE's dog is well behaved in a golf cart !!!!!!!!!!!
