I would say when you sign in at the kiosk.
Don't arrive early, some will charge for that.

I am assuming you are talking about Alamo. That would have to be a question anwered by those Alamo people.

Personally, this is why I love National and Emerald Club. I don't deal with anyone at the counter. I just go to the garage, pick my car and drive to the exit booth. That is my first interaction with an employee and that is when my rental starts.

If the paperwork is printed on the spot, your rental begins at that time. For paperwork printed in advance, it is possible for your start time to be recorded by a self service kiosk. Of course the time won't be recorded at the moment an agent takes a pre-prepared envelope from a rack behind him and hands it to you and does nothing else.

I would imagine it would be started when the bar code is of the vehicle is scanned (or when the agent checks out the car at the lot) going out and stops when the barcode is scanned when it is returned.

I would hate for Alamo to start charging my time if I check in online 5 hours before I arrive.

We rented from Alamo last time we went and I did all of our "Check in" stuff online before we left. We didn't go to the counter or the kiosk and my bill was exactly as I expected. I would say that they started charging from when I gave my paperwork to the woman in the booth before we pulled out of the garage.
