Yes they are! I love that they let you stack coupons (use a coupon from the newspaper (manufacturer coupon) as well as a Target coupon for the very same product during the same transaction)!

For anyone who may be wondering, Babies R Us lets you stack coupons like this too.

I pair Target coupons with manufacturer's coupons all the time. they also take Internet printed coupons like coupons.com.

Check out Target.com for TONS of printable coupons!! Target lets you stack coupons - you can use one of their coupons and a manufacturer coupon at the same time. If you use the coupons with a sale or clearance price, you can really score some major deals!!!
