Does Orlando Airport charge parking fees to pick up and drop off rental cars?

No. How could they? The rental car area is not the parking area.

That's easy to happen, the entrance for the parking garage and the entrance for the rental cars are right next to each other.

Well that is not the same as charging parking fees for drop off is it?

Most of the rental car companies operate from the bottom couple levels of the parking garages. But exiting with a rental car does not route you to the parking toll plazas so there's never a charge.

Should you enter the regular parking area with a rental car you would have to stop at the payment booths. But there is a 20-minute grace period before you're charged for parking. So as long as you exit the parking garage within 20-minutes you would not be charged for being there.
