Does free Addl Driver include non spouse?

We have a reservation with Alamo using the Walmart code listed on Mousesavers which includes one addl driver. I am planning on using the car with my brother's family. I was assuming that there would be no charge for my brother and I to both drive the car, but I thought I better check. I hope it doesn't just include a spouse, business associate etc.

We have used the Walmart code the last couple of years.My father was the primary driver and my brother was the additional driver and we weren't charged any additional driver fees.I believe that the confirmation says that the rate includes (1) additional driver but does not specify that it is for a spouse or business associate only.I believe the additional driver just needs a drivers license and a credit card in their own name.
