Does everyone need to be present for AP activation (expires 12/31)

We are up against a timeline and having a hard time figuring when we can get all five of us in Disney before the passes need to be activated by 12/31/18. So I am wondering if we can activate a couple of the passes for those who cant be with us? We haven't done APs for several years and I can't remember if we all had to be present for fingerprint/photos, etc.

I know someone mentioned a few weeks ago that if all else fails, we could try doing it via phone but it appears that is hit or miss?
 
I would call to confirm, but i would imagine if they are an adult they would need to verify information. Definitely would need to be present if the AP are purchased under a DVC discount.
 
I would think you need to be there, how will they be able to compare the address and photo ID?
 
Thanks. That's what I was wondering- I wasn't sure what would be required. Yes, These tickets were purchased as part of last year's Premier discount for DVC. So a photo ID is required for the adults? Could we use a copy of the license and DVC card? I would have my DVC card as well. We all live in the same household, which shows on the photo ID. I would be present with 2 of my children. My husband and one child (just turned 18) would not be present.

Sounds like I should call for a definitive answer but then again, sometimes the CM will tell you something and you go to the parks and get a completely different experience. I was hoping others may have experienced it personally, like someone activating all the passes at DS while others shopped or something similar.
 

Official policy is that everyone must be present when APs are activated. Now, whether that particular CM follows that policy is another matter.

A valid photo ID with the address listed is necessary to activate the AP and would gather that the person be physically present. So as for your husband and other 18 yo --- if they can not activate it by the expiration then i would guess that the value of the passes purchased would be able to be used towards a new AP. So all value shouldn't be lost but they will likely have to pay more for the new AP
