I am a tour director for high school bands and choirs. I have groups of 80-200 students at WDW 6-8 times a year, often at a value resort. There is no requirement that an adult be in each room for these groups. I suppose it depends on how it is booked.
One variation from a typical Disney resort reservation is that the students' magic bands can only be used as a room key. They have to use their ticket cards for park entry and fastpasses.
(Technically, we could give them their resort reservation confirmation codes to link everything in MDE, but Disney asks us not to give that to minors.)
